This is one of the benefits of LED. LED fixtures do not "spill" very much light onto surrounding areas. This is especially important when a parking lot is close to a residential area, or a natural area such as a beach where sea turtles lay eggs. The downside is that if you are in the line of sight of the bulb, it appears very bright and distracting.

I am a mechanical engineer who has been on the design team for a number of LEED certified buildings. Specifically, I have overseen all of the efforts in energy efficiency. We perform year round energy estimates on the entire building and grounds including HVAC, interior & exterior lighting, etc; everything that consumes electricity or fuel. We have found that the easiest and most cost effective way to reduce the energy use is to use LED lights outside. The wattage is decreased dramatically.
